After being essentially a ghost town for seventy years, Jerusalem needed to be repopulated after the Temple and the city walls had been rebuilt. Fittingly, the leaders chose to live in Jerusalem as examples for the rest. These leaders had no right to expect the people to live in Jerusalem if they themselves were not willing to make the necessary sacrifices to move there. All leaders should live exemplary lives.
