Temptation for illicit sexual desire or fantasy is not sin. Satan may tempt you; Satan may draw something in to tempt you, but sinfulness concerns what you do with the temptation. If you entertain the temptation, if you maintain the temptation, if you pander to those evil thoughts, then it becomes the sin. Jesus wants us to cut off those temptations before they do become sin.
